Franklin County Circuit Judge B.A. Davis III on Tuesday appointed Fuller, who has been deputy for 17 years and has worked in the commissioner's office since 1967.
Pinckard retired Monday on disability, and plans to run for a seat on Rocky Mount Town Council.
The person who wins November's special election will serve the rest of Pinckard's term, which ends Dec. 31, 1995.
Fuller said she has not decided whether she will run.
"Well, this is my first day, so I think it's a little early to get into that too much," she said. "But it's food for thought."
Fuller is assuming the job at one of the busiest times of the year. State income and personal property taxes are coming in, and she must turn in everything by May 1.
"Between now and November, I just hope to get accomplished the work that needs to be done," she said. "Our work is cut out for us."
