DYING TEEN DENIED PERMISSION TO SEE IMPRISONED FATHER

A dying teen-ager's wish to see his imprisoned father was denied a second time, despite a request from the governor and a foundation that fulfills the dreams of seriously ill children.

Leukemia patient David Stenner must stay in a sterile environment at an Illinois hospital and cannot travel to see his father, who is imprisoned in Oxford, Wis. The 18-year-old has been listed in critical condition since suffering complications from a bone marrow transplant.

His father, Salvador Guzman, is serving a 15-year sentence for conspiracy to distribute heroin.

Federal prison officials are concerned about the safety of the public and the prison staffers who would be required to escort Guzman to see his son, said Daniel Dunne, a spokesman for the Federal Bureau of Prisons in Washington.

Prison officials arranged for Guzman, 47, to send a videotaped message to his son and will continue to let Guzman have extra telephone conversations with him, Dunne said. The two last saw each other in 1991.

Illinois Gov. Jim Edgar asked the prison bureau's regional office in Kansas City, Mo., to reconsider the case Thursday.

After the second rejection, Edgar spokeswoman Jan Kemp said talks would continue in hopes of changing the decision.
