Police have rounded up at least nine dissidents in Beijing and Shanghai since Wednesday. The latest was Zhai Weimin, who served a 3 1/2-year sentence for his pro-democracy activity in the Tiananmen Square movement. He was arrested Sunday, said Wang Dan, another top student leader from 1989.
The latest arrests have "cast a pall" over Christopher's visit, said John Shattuck, the top U.S. official for human rights, who was in China last week for what he called "intensive, serious discussions with the Chinese government."
Some of the arrests occurred during Shattuck's visit.
