SLOVAKIAN RULERS PLEDGE MODERATION

The second government in Slovakia's 15 months of turbulent independence was sworn in Wednesday and immediately set about trying to establish a more moderate tone than the ousted nationalist leader, Vladimir Meciar.

The new prime minister, Jozef Moravcik, 48, a former foreign minister who led last week's revolt against Meciar, hastily patched his Cabinet together after Meciar was defeated in a confidence vote t Friday.

"I would like this government to succeed in raising the political credibility of Slovakia abroad," Slovak President Michal Kovac said . "... Slovakia wants to be a stable, democratic country, a country that wants to join Europe's political and economic structures."
