NEXT LOTTERY WON'T SHOW FAVORITISM

Irish immigrants got preferred treatment in a rare, mail-in lottery under the 1990 U.S. Immigration Act.

The act favored Europeans as compensation for earlier laws that favored Asians. It provided 40,000 green cards a year to 35 countries.

\ The lottery ran from 1991 to 1993. The INS is planning another lottery in 1995. So far, the Irish will get no preferential treatment.
