ESTONIA LEADER LOSES VOTE OF CONFIDENCE

Estonian Prime Minister Mart Laar, 34, one of the former Soviet bloc's star reformers and the youngest premier in Europe, lost a vote of confidence Monday, meaning the end of his 2-year-old government.

His government collapsed under the weight of political infighting, charges of financial impropriety and discontent with reform's high cost. Laar must now resign.
