Tuesday's abrupt change in plans left 112 rescue specialists and their gear at Andrews Air Force Base with nowhere to go.
"They've been out there chomping at the bit," said Kathy Landau, a spokeswoman for the Federal Emergency Management Agency.
"They've been stood down. I know they're real disappointed. It's a shame; they're some of the best in the country," she said.
The decision not to go was made just after midnight when Air Force officials were unable to bring planes into Andrews because of ice.
