The potential for both frostbite and hypothermia dramatically increases when temperatures hit zero and the wind-chill factor is 30 to 40 below.

Particularly vulnerable are the tips of the ears, nose, fingers and toes.

The National Weather Service said with wind chills 30 or 40 below, frostbite can occur in a matter or seconds.

Wet clothing, exposed skin, excessive alcohol intake and overexercise can contribute to those conditions. The best defense is to stay inside.

If you must go out, the following dress code applies:\ \ 1. Wear layers of loose clothing.\ \ 2. Wear a hat, a ski mask and a scarf to protect your head, which can lose a significant amount of body heat.\ \ 3. Wear gloves to protect your fingers.\ \ 4. Wear two or three pairs of socks.
