Craighead, 40, of Alexandria, allegedly did not file individual federal income tax returns for 1988, 1989 and 1990, according to the charges filed Thursday in U.S. District Court.
He will be arraigned April 18 on three misdemeanor counts. If convicted, Craighead faces a maximum sentence of three years in prison and a $300,000 fine.
Craighead is now a congressional liaison for the Democratic National Committee's health-care campaign, which is promoting President Clinton's health-care plan.
Steve Stone, an attorney for Craighead, returned a telephone message left Saturday at Craighead's home. Stone declined to comment.
Craighead filed for extensions in each of the three years but then failed to file his returns when due, according to the charges. He owes roughly $22,600 in taxes on $133,700 in income, according to court documents.
Craighead also was employed by the DNC from 1985 to 1988, then worked as campaign manager for Robb from April 1988 to January 1989.
From January 1989 to March 1992, Craighead provided fund-raising services and campaign advice to various candidates, including Rep. James Moran, D-Alexandria. He also worked on Clinton's presidential campaign.
