Virginia residents will pay $4,480 a year in tuition and fees during the 1994-95 school year under the plan approved Friday. Room and board for in-state students will cost an additional $3,792.
Tuition and fees for out-of-state students will rise 6.5 percent to $13,052 annually, the smallest increase in 16 years for that group of students, said Colette Capone, the university's vice president for management and budget. If room and board are included, an academic year will cost an out-of-state resident $16,844.
The smaller increases follow three years of double-digit percentage increases as the state cut back on funding to the school.
"It's been tough," said Thomas Connally, a board member. "It's nice to raise it 3 percent."
The General Assembly this year set a 3 percent limit on tuition and fee increases for in-state students and a limit of 7.5 percent for out-of-state residents.
