BAILEY, Opal Lillian Caudle, 84, of Vinton, passed away Saturday, April 16, 1994, in a local hospital. She was the widow of Robert Lee Bailey. Surviving are one son, Robert T. BATTLE, William R. (Bill), 69, of Roanoke, died Saturday, April 16, 1994. Mr. Battle was born in Santa Anna, Texas, on July 10, 1924. After attending public schools in El Paso, he attended the University of Texas in El Paso from 1941-1943 and then obtained his Bachelor of Arts degree in 1947 and his Master of Science degree in 1948 from the University of Iowa. He married Jane Nichol Brown, a graduate of Vanderbilt University in 1951. The couple had two children, Rebecca (``Becky"") Brown Battle, a graduate of the University of Virginia, and William Lee Battle, a graduate of Bucknell University and Emory University. Battle was a First Lieutenant in the United States Army Air Corps from 1944-1946. As a navigator and radar bombadier, he served 190 combat hours. He was part of the lead crew flying over the battleship Missouri in Tokyo Bay as the Allies and Japan signed the surrender agreement. Battle began his professional life with National Life and Accident Insurance Company in Nashville in 1948. He then was with Southwestern Life Insurance Company in Dallas from 1951-1959, when he joined Shenandoah Life Insurance Company. Battle moved up through the ranks of Shenandoah Life. He joined the company as an Actuary, was named Vice President and Actuary in 1962, was named Vice President-Financial Operations in 1970; Executive Vice President in 1971, and President and Chief Executive Officer in 1972. He led Shenandoah Life as President until his retirement in 1989. He served on the Board of Directors of the company from 1970-1994, and served as Chairman from 1989-1993. Since February 1993, he served as Chairman of the Executive Committee of the Board of Directors. From June 1993, through December 1993, he served a second term as President of the company. Battle served on many civic and corporate boards, among them Crestar Financial Corporation, The Chesapeake and Potomac Telephone Company of Virginia, Community Hospital of Roanoke Valley, and Carilion Health System. He was involved with the College of Business Advisory Council at Virginia Tech, the U.S. Savings Bond Campaign, the Roanoke Valley Development Corporation, the Blue Ridge Regional Health Care Coalition, and the Virginia Council of Economic Education. He was also a leader and board member of the Governor's Advisory Board on Revenue Estimates for the State of Virginia, the Salvation Army Board, the National Alliance of Business, the Roanoke Regional Chamber of Commerce, the Roanoke Symphony Society, Junior Achievement, Roanoke Fine Arts Center, and the Joint Council on Economic Education. He was also an Elder at Second Presbyterian Church, and was Father of the Year for Civic Affairs in 1977, a member of the Shenandoah Club, German Club and the Kiwanis Club. Also on the boards of many professional insurance organizations, Battle served on the American Council of Life Insurance, the Life Office Management Association, the Medical Information Bureau, and the Health Insurance Association of America. A memorial service will be conducted at Second Presbyterian Church, 11 a.m. Tuesday, with Dr. William R. Klein officiating. FULLER, Foster George, 93, of Roanoke, died Sunday, April 17, 1994. He was employed by the American Viscose Company and retired from Fort Lee, Va., in 1964. He was preceded in death by his wife, Maude Horne Fuller in 1991. SEMONES, Isaac Robert, 87, of Dublin, passed away Monday, April 18, 1994 at Radford Community Hospital. He was a retired agent for Life Insurance Company of Virginia and was a former employee of Freds Auto Parts. He was a former member of Huntington Court United Methodist Church, in Roanoke, where he was teacher of the Crusaders Class of 20 years, former member of Carter St. United Methodist Church i Radford and a former teacher of the Mens Bible Class. He taught Sunday School for almost 40 years. He was currently a member of First Baptist Church in Radford. He was a former member and Past Master of the Williamson Road Lodge #163 A.F.&A.M. Roanoke, past District Deputy Grandmaster of District #22. He was a present member and past Master of Virginia May Lodge #38 A.F. & A.M. of Radford, where he was treasurer for four years, a former member and past High Priest of Murray Royal Arch Chapter #22 of Roanoke and was past District Deputy Grand High Priest of District #8, a present member and past High Priest of Peyton Coles Royal Arch Chapter #27 of Radford. He was preceded in death by his wife, Gladys DeHaven Semones, and a daughter, Gladys Faye Semones, his parents, four brothers, three sisters, and one half brother. WEBSTER, James Joseph, of Glasgow, died Saturday, April 16, 1994, at the Shenandoah Valley Health Care Center, Buena Vista. A son of the late Mr. and Mrs. Arthur Webster, he was born in Rumney, W.Va. He was a retiree of the C & O Railway Company. Mr. Webster was a member of the Union Baptist Church, where he held membership in the Male Chorus, Deacon Board, and Senior Choir. He was also a member of the Ladies' Donation Society. He was preceded in death by his late wife, Mrs. Mattie H. Webster. Surviving are two daughters, Mrs. Virginia Dunn, Natural Bridge, Mrs. Doris W.
