Carter, city manager since 1989, said his resignation would be effective June 30. He said his decision had nothing to do with the prospect of being fired by after newly elected Councilmen Dorsey Huffman, Glen Simpson and James Morris take office.
Carter had been negotiating with the current five-member council for a new contract that would have entitled him to a year's severance pay, $50,400, if he was fired.
Details of the contract, discussed in a closed session, were leaked to the press. The new councilmen were allowed to attend the closed meeting.
In his resignation letter to Mayor Johnny Wright, Carter said ``recent events, particularly a breach of confidentiality concerning my employment, have precluded my ability to continue to serve as city manager.''
