Mosby, 43, has been with the department for 21 years.
Mosby assumes the position that Bill Brown held before being named Blacksburg's chief of police. Mosby had been serving as acting commander.
Several others also were promoted after a competitive promotional process.
Sgt. Gary R. Teaster was promoted to lieutenant after 15 years of service. Teaster most recently has served as the department's evidence technician.
Officer Jerry Bowyer, Detective Donald Goodman and Officer Thomas D. Hix were each promoted to sergeant positions.
Two acting positions were also announced. Bruce Bradbery, a sergeant, will be an acting lieutenant. Officer Samuel Bishop will be an acting sergeant.
The promotion process takes into account an officer's longevity with the department, three previous years of performance, and results of a written test and interview with an oral review board.
Points were awarded in each area, with officers with the highest cumulative points being promoted.
