AGREEMENT REACHED ON BANKING BILL

House and Senate negotiators resolved their differences Monday over wide- ranging legislation that would sweep away most of the barriers preventing banks from operating freely across state lines.

The compromise is expected to be approved easily, possibly this week, by the House. But Sen. Phil Gramm, R-Texas, said he would try to block it in the Senate because of a provision affecting the Texas constitution.
