REGIONAL BUSINESS VIEWS

Mark Vitner, economist, First Union Corp., Charlotte, N.C.: "I think the swing we've seen to a Republican majority in the House and Senate will bring some benefits to financial markets. We will see a more conservative fiscal policy and a better environment for the Federal Reserve Board. There's been a feeling in the markets that the Fed was being coerced by Congress to end its fight against inflation, which is the reason for the falling dollar. The dollar rebounded sharply Wednesday. I expect that to be a big positive in the market."

Christine Chmura, economist, Crestar Financial Corp., Richmond: "In the long term, since we have a more conservative Congress, we should continue to see lower government spending and even a capital gains tax cut. We will not see any tax increase. It decreases the possibility of our seeing health care reform, or we will have a more limited one. It increases the likelihood of some welfare reform. It has implications for the tobacco industry, because there is less likelihood of a tax increase on cigarettes. That is very positive for an important industry in our state."
