Town Council passed a resolution Tuesday ordering Blacksburg Cable TV to pay back customers it has overcharged since July.
Federal Communications Commission regulations allow the town to regulate what the company can charge customers for "basic" service, which in Blacksburg amounts to 12 channels.
A consultant, hired by the town to look into the cable company's billing, determined that the designation of some Virginia Tech students as "seasonal customers" because they were in town only nine months was improper. Because of that, the company had to refigure its rates, and everybody beneifts.
Blacksburg Cable TV General Manager Jim Corrin said the company is in "absolute agreement" with the town on the matter. But he said he's not sure when the refunds will be made, or how much it will ultimately cost the company.
Even so, the expected windfall probably isn't something to hold your breath about. The town and company agreed that, since July, customers have been overcharged a sum amounting to:
23 cents per month.
