Representatives of Radford and counties of Pulaski, Giles and Grayson also agreed to request as much of a loan as they can get toward the 360-bed jail from Rural Economic and Community Development, formerly the Farmers Home Administration.
The balance of the cost would be obtained through bank loans guaranteed by the federal agency, which will keep the interest low.
The authority has completed its Community Based Corrections Plan as required by the state, but the plan must be modified to meet new state standards.
When state officials reviewed the authority's plan, "They began to get confused" because it was prepared under the original standards, said Assistant City Manager Bob Lloyd, authority chairman.
The modifications, however, will have to conform to a third set of standards adopted since then. Lloyd said that won't be any problem. "It's a matter of going through all the numbers one by one," he said, "if they don't change the standards again."
The plan also will have to drop statistics involving Floyd and Carroll counties, which were parties to the regional jail project earlier but have since dropped out.
