The School Board approved him Thursday for the position vacated by Jim Kelly, who became the school's new principal this month.
Superintendent Bill Asbury, in recommending Hickman for the position, said Hickman has done much in-service training both locally and in other states to increase his professional growth and development.
Hickman graduated from Pulaski High School in 1967, attended Wytheville Community College and earned a bachelor's degree from Virginia Tech in 1971. He also earned a master's in educational administration from Radford University in 1984.
His first teaching position was at Dublin High School starting in 1971. He continued teaching social studies since then until being named department chairman at Pulaski County High School in 1990.
He has also been assistant football coach and assistant basketball coach at the high school, but will be phased out of those responsibilities in his new job.
He and his wife, Marva, an instructor for Pulaski Middle School's choir program, have a daughter who graduated from Pulaski County High School before entering college.
Kelly, the new principal, must now appoint someone to fill Hickman's department chairmanship. Appointments at that level are made at individual schools.
"He will look at the existing staff and their qualifications, and consider those who are interested," Asbury said. "He will probably do that within the next few days."
