Relatives of Edward E. Briley, 17, contacted police and made arrangements for him to turn himself in, police said in a news release.
Police continued to search for Landon T. Rogers, 16.
Both are charged with four counts each of aggravated malicious wounding and the use of a firearm in the commission of a felony.
Henrico County Police Chief Henry W. Stanley Jr. said both teen-agers were believed to have fired shots Monday as students left John F. Kennedy High School. Four students were wounded, and one remained hospitalized in stable condition.
Henrico police are investigating the shootings because Kennedy, a Richmond public school with 850 students, is in adjacent Henrico County.
Meanwhile, the body of a 15-year-old was found about 1 a.m. Thursday about six blocks from Kennedy. Rolaundo Greene Jr. had been shot in the head, said Richmond police Lt. Clifton Tucker.
Police do not believe Greene's death is related to Monday's shooting outside the high school, Tucker said.
Several shots were reported, and woman told police she saw a man run from the side of a building and get into a car, Tucker said. Police do not have a suspect.
