ETS Water and Waste Management Inc., based in Richmond, does business as the Stamie E. Lyttle Co. Pipe-Liner Installers is a utility construction firm that operates in Florida. Completion of the acquisition depends on details of a definitive agreement, the company said.
Richard Snyder, founder and president of Pipe-Liner, said it will have the resources to grow into a major player in the Florida storm and sewer line rehabilitation market by becoming part of a larger, publicly held firm.
Coleman Lyttle, president of ETS, said Pipe-Liner's experience in the installation of Ultraliner, a method for which ETS is the distributor in this area, is an advantage for the Richmond company.
ETS said the trenchless repair of water and sewer lines, a $200 million business now, is predicted to grow to $500 million by 2000. Associated diagnostic engineering work represents business worth hundreds of millions of dollars, the company said.
The worldwide market for diagnostics and rehabilitation services is estimated to be about $1 billion, about half of it in the United States. The business of overhauling storm and sewer lines is growing at 10 percent to 15 percent annually, said ETS chairman John McKenna.
He said the Pipe-Liner acquisition, in combination with an Ultraliner territory in Virginia, allows the company to integrate the diagnostic, scientific and engineering skills of ETS Analytical Services Inc. with the construction capability of ETS Water and Waste Management.
ETS International provides environmental and construction products and services. It specializes in toxic emission measurement and control.
