About how Roanoke City Council should fill its vacancy.

Council is deadlocked. Some members say they should appoint someone interested enough in the job that he or she would be willing to run in next May's election. Others say that would give the appointee an unfair political advantage and want to appoint a nonpartisan "caretaker" who will pledge not to run. What do you think? City residents only, please.
