Supporters of a ban on anti-personnel landmines - who threatened to hold up action on a defense bill unless Sen. John Warner, R-Va., and other senior defense committee members upheld a deal - won concessions late Monday.
Senate Armed Services Committee Chairman Strom Thurmond, R-S.C., agreed to remove a provision that would have prohibited such a ban - either this year, after President Clinton vetoes the $264.7 billion defense bill and House and Senate negotiators rework it, or next year, in the 1997 authorization bill.
