The Circuit Court and clerk's offices are housed in the municipal building, along with city offices.
The $13,000 would go toward an architectural and engineering review of some plans for an off-site facility, a visit by an architect, a critique of the site and layout, and more.
The site's location, should council opt for the off-site expansion instead of on-site growth, is being kept among council members, discussed during closed session, said Bob Lloyd, assistant city manager.
"If the location were known, it would impact the price," he said.
The off-site option was one of several costing upwards of $1 million presented to council in October.
Improvements to the building, sorely needed, have been on the city's agenda for a long time.
Circuit Court Judge Duane Mink has urged the council not to drop its plan to make substantial renovations.
Mink has said improvements are necessary because of the growing needs of the city and its court system.
In other business, the council approved
A $40,200 appropriation for a capacity analysis of Connelly's Run Sewer Interceptor.
A $9,500 appropriation for an engineering evaluation of storm water runoff in the Heth Reservation storm drainage basin.
