FRANK DeSTEFANO of Roanoke has been promoted to technical sales service representative in the paper chemical group-oleochemicals department of Westvaco. He will assume technical sales responsibility for Westvaco Covington, as well as for the Mid-Atlantic Region.

DeStefano joined Westvaco in 1994 as a technical service representative.

JOE MILLER, president of J.E. Miller Construction Inc., Salem, has been elected president of the Roanoke Regional Home Builders Association for 1996. In addition to Miller, other officers are David Radford, Radford & Co., Roanoke, vice president; Eddie Fort, P D & M Inc., Moneta, treasurer; John Brock, Trademark Builders Inc., Roanoke, secretary; Jeff Washenberger, Washenberger Construction, Salem, vice president/Remodelers Council; Kathleen Remington, AquaTech, Salem, vice president/associate; and G.K. Kinsey, Owens & Co. Realtors, Roanoke, vice president/sales and marketing.

DIANA POLHILL NOELL has been awarded the professional insurance designation of Chartered Property Casualty Underwriter by the American Institute of CPCU. Noell is senior marketing coordinator for Thomas Rutherfoord Inc., where she has been employed since 1981.

DONNA DILLEY, director of the National League of Junior Cotillions in the Roanoke/Salem area, has received the President's Award of Excellence and Best First Year Director in Public Relations awards at the national convention of the National League of Junior Cotillions.

RONALD R. WHITE has been named Driver of the Year for Southern States Cooperative Inc., where he has been employed for eight years. The award was based on Wolfe's accident-free driving record and outstanding customer service.

MARJORIE D. DUFEK, formerly of Buchanan, has joined Brown-Forman Corp. in Louisville, Ky., as manager of information services planning and administration. Dufek joined Brown-Forman from Advanced ChemTech Inc., a manufacturer of robotic instruments and biochemical products, where she was controller and treasurer.

1995 GOLDEN TROWEL AWARDS WINNERS, recognized by Downtown Roanoke Inc., are Budd Ammen & Co. for its building at 505 South Jefferson St.; Building Specialists Inc. at 114 Day Ave. S.W.; and the Hotel Roanoke and Conference Center, including the Wells Avenue improvements. The awards are presented in recognition of outstanding physical improvements to buildings that greatly enhance the appearance of downtown Roanoke.

ROBERT CRAWFORD of Roanoke County has been elected chairman of the Triad S.A.L.T. Council of Roanoke Valley. The Triad S.A.L.T. (Seniors and Lawmen Together) Council was organized in the spring of 1995 among the sheriffs, chiefs of police and the American Association of Retired Persons in Salem, Vinton, Roanoke and Roanoke County. Crawford is retired from the U.S. Air Force and the Department of Corrections in Montgomery County, Md.

SIX COMMERCIAL DRIVERS for Pitzer Transfer & Storage Co. have received Safe Driver Awards: John Dearien, Huston Goad, Charles Hearn, Douglas Flowers, Daniel Jenkins and Teddy Sloan. The company's award program follows the safety criteria developed by the American Trucking Association.
