Boil fresh, cold water in a clean pan or steam kettle.
Use a nice fat, round teapot, not a coffee pot.
Make sure the water's at a full boil, then warm the pot by pouring a little boiling water into the pot, replacing the lid, and swirling the water around.
Put in a teaspoon of tea for every person to be served; add one extra teaspoon ``for the pot.''
Let the tea steep for a few minutes.
Pour the tea into the cups through a strainer - and only after you've poured in the milk.
