POLICE INVESTIGATE WELFARE AGENCY

A state police investigation of the Virginia Department of Social Services focuses on a problem-plagued computer system that has cost taxpayers millions, Gov. George Allen said Monday.

Allen said that ``No one has been charged, but there's also the issue of civil liability, and that's another whole issue.''

It was under the administration of then-Gov. Douglas Wilder that the department bought the A-DAPT computer system to automate the delivery of welfare benefits.
