Clinton makes FEMA part of his Cabinet
WASHINGTON - In a symbolic gesture, President Clinton made the Federal Emergency Management Agency part of his Cabinet Monday. He attributed the move to an unusually high number of disasters in recent years.
Clinton announced the upgrade in a telephone call to a conference of disaster relief workers. FEMA Director James Lee Witt will not receive an increase in salary or assume a different title, said White House spokesman Mike McCurry.
By law, there are 14 members of the president's Cabinet. Witt joins 10 other officials to whom Clinton has extended similar Cabinet status.

2nd suit challenges on-line regulation
WASHINGTON - Legislation that bars ``indecency'' from the on-line world was challenged in a suit filed Monday by a coalition of industry and civil liberties groups.
It was the second such legal action in recent weeks.
Among the plaintiffs are several on-line service providers, including America Online, Prodigy, Apple Computer and Microsoft Corp.; publishing industry groups, including the Association of American Publishers, the American Society of Newspaper Editors and the Newspaper Association of America; the American Library Association, and the American Booksellers Association.
