RANDY SMITH, Salem's city manager, received the Warren Trent Outstanding Emergency Manager Award during the Virginia Emergency Management Association's winter conference in Virginia Beach.
Smith was given the award for the 15 years he spent as Salem's emergency services coordinator - from 1972-1985. As city manager, Smith also serves as the city's director of emergency services. The recognition cited his efforts during Hurricane Camille in 1969, where he traveled to Nelson County to assist rescue workers there. He also helped coordinate rescue efforts in Salem during the floods of 1972 and 1985.
