PLANNING ITEMS UP FOR JUNE HEARINGS

The following issues are scheduled for June 11 public hearings in front of Blacksburg Town Council:

* The 1996 comprehensive plan, a document that maps out the town's vision for the next 50 years in issues ranging from future planning goals to utility services and transportation needs.

According to state law, municipalities must review these plans every five years but Blacksburg is revamping its plan this year to make it more specific and easier to read.

Town Council is expected to vote on the comprehensive plan at its June 25 meeting. The plan is available on line through the Blacksburg Electronic Village. The address is http://www.bnt.com:80/~bburg/

* The rezoning of 5.42 acres on Harding Avenue to planned-development residential status from intermediate residential zoning. The land would be used to build Vista Pointe, a 24-unit luxury town-home neighborhood. The space is currently vacant land adjacent to an existing, similar development. Developer Georgia Anne Snyder-Falkinham is the property owner.

* An amendment to the town's zoning ordinance that would allow property owners to preserve development rights when part of their land is taken for public purposes.

The following example is used in a staff report that accompanies the amendment: A 10-acre lot is zoned to allow potential development of 40 units. If the town needs one acre of that parcel for a road project, the property owner could still build 40 units on the remaining nine acres.

In these cases, the town would not have to pay the property owner for the land because the potential for development has not changed, according to the report. - ELISSA MILENKY.
