A developer is planning to build five town-house apartments on Elkins Avenue, if the town's zoning appeals board will allow a smaller lot width than that required in R-2 residential zones.
Pulaski Town Council approved a conditional-use permit Tuesday night to allow George E. Berryman and Jean C. Berryman, as agents for property owners Richard Mansell and Carole Pratt, for the apartments project to proceed. The town Planning Commission had recommended approval May 13.
"I think it behooves the town to support this kind of activity," Councilman John Johnstone said. Town officials have been seeking ways to encourage housing developments, because housing is a scarce commodity in Pulaski.
The permit has three conditions, including a minimum lot width variance from the Board of Zoning Appeals. The zoning code requires a minimum lot width of 100 feet and depth of 125 feet. The lot width at the planned apartments site is 98.9 feet.
If the project should fail to get the variance, the conditional-use permit is automatically voided.
The developers also must connect with a water line from Pico Terrace, and be responsible for building sewer lines to town standards before they are taken into the municipal system.
A water line easement has been obtained and the town staff is recommending that a six-inch line be extended by the property owner from an existing line at Pico Terrace. The staff would recommend fire hydrant locations on the line. Each apartment would have its own water meter.
Sewer service is also available from Pico Terrace.
"Financing is in place. I'm ready to build," said George Berryman.
He said the two-story town-house building would have apartments ranging in size from 1,000 square feet to 11,000 square feet. The apartments would have vinyl exteriors with possibly some brick on the middle unit.
