Vinton Town Council, at its meeting this week, made only one change in its administrative organization for the 1996-97 fiscal year - a new vice mayor. Buford Barton was elected to succeed Joseph L. Bush Jr.
Council did not have to elect a mayor; Vinton's mayor is elected by voters, and Mayor Charles Hill's term has not expired.
Council made all the expected appointments to top administrative posts. Reappointed were: Clay Goodman, town manager; Carolyn Ross, town clerk; Ricky Foutz, police chief; Buck Heartwell, town attorney.
The only new appointment was Shona Ringgenberg as town treasurer. She succeeds Joan Furbish who moved out of the area.
In another action, council members approved a capital expenditure of $92,000 for the first aid squad to purchase a new ambulance and monitor and defibrillator.
Also, council approved a comprehensive pay plan for the town's 76 full-time employees, prepared by David M. Griffith & Associates of Richmond. Town Manager Clay Goodman said it would cost about $146,864 to bring employees' pay into alignment with the new pay scale.
