          Avenue (foreground) should be completed by December, if weather 
          permits, officials at the Virginia Department of Transportation say.
          A portion of Shenandoah has been moved for the project, and two 
          lanes of what will eventually be a new four-lane section of 
          Shenandoah were opened to traffic this week. The second phase of the
          Peters Creek Road extension, which will take it south to Brandon 
          Avenue, should be open by summer 1998. color.
