CIA nominee settles probe with $5,000
WASHINGTON - CIA director-designate Anthony Lake will pay a $5,000 civil settlement to resolve a Justice Department civil probe of his stock dealings while serving as President Clinton's national security adviser, the White House said Friday.
The settlement stipulates there was no intentional wrongdoing by Lake, saying there was no evidence that the official or his wife ever tried to conceal their stock transactions.
An administration official, speaking on the condition of anonymity, said $5,000 is the minimum amount the Justice Department accepts to settle such civil matters. The agreement concludes an 18-month investigation into Lake's stock dealings.
In a separate action, the Justice Department's criminal division notified a House subcommittee chairman that its investigation of the tacit U.S. approval given to Iranian arms shipments to Bosnia in 1994 ``found no evidence of potential criminal violations by Mr. Lake.''

White House makes staff assignments
WASHINGTON - Trying to wrap up his second-term staff assignments, President Clinton on Friday selected Arkansas loyalist Craig Smith as White House political director.
Press secretary Mike McCurry announced several other appointments, including:
*Thurgood Marshall Jr., son of the late Supreme Court justice, will replace Kathryn ``Kitty'' Higgins as director of Cabinet affairs.
*Maria Echaveste, administrator of the Wage and Hour Division at the Labor Department, will replace Alexis Herman as director of White House public liaison.
*Karen Skelton, Vice President Al Gore's political director, will be a deputy to Smith.
*Minyon Moore, political director at the Democratic National Committee, will be another Smith deputy.
