* The Giles County Board of Supervisors voted Thursday to forgive part of a debt owed to it by Pearisburg. Pearisburg is still paying for the King Johnson school building, which it purchased from the county and turned into a recreational facility. Supervisors forgave $20,000 of the debt and $12,000 in interest.
Pearisburg Mayor John Givens said the money which would have been spent to repay the loan will now be spent on improving the facility. Supervisors also voted to allow Wythe, Carroll and Floyd counties to join the New River Regional Jail Authority. Giles County already belongs to the group, along with Radford and Pulaski, Grayson and Bland counties. The Regional Jail Authority is building a new jail in Dublin, which all the participating counties will share. It is expected to be completed in 1999. Supervisors said that allowing the other counties to join will reduce Giles' total cost for the project, because all counties are sharing in the planning and construction costs.

* The Blacksburg Town Council meets at 7:30 tonight at the Municipal Building, 300 S. Main St. Council will resume a public hearing on the proposed transfer of the town's cable television franchise to Adelphia Communications Corp. from Booth Communications of Virginia. The change would affect the 14,000 cable TV customers in Blacksburg. Council delayed action on the transfer two weeks ago while awaiting a report from a consultant on legal issues surrounding the change, brought about because Adelphia is buying Booth. An Adelphia official at the first public hearing said the ownership change would bring about no immediate programming changes.
Also, council will hear an annual report on the town's bus system from the Transit Advisory Committee.
* New River Valley Community Services will have its monthly meeting at 7 p.m. Thursday at the Education Building of Columbia Pulaski Community Hospital in Pulaski.
