On Tuesday the U.S. Atlantic Fleet announced a reorganization that by year's end may shift up to 82 people assigned elsewhere to new jobs at Norfolk Naval Base and Little Creek Naval Amphibious Base.
{REST} The planned shifts to the naval base include the movement of the command of Destroyer Squadron 20 and its 21 jobs from Charleston, S.C., and command of Patrol Wings Atlantic and its 17 positions from Brunswick, Maine. Shifts to Little Creek include command of a new Amphibious Group 4, with 38 positions and led by a rear admiral.
In some cases, the reorganization combines existing functions at the two local bases under a common command.
Here is a rundown of the changes and the number of jobs involved:
Norfolk Naval Base
Readiness Support Group Norfolk and Commander, Destroyer Squadron 2 combine under new Commander, Logistics Group 2, who also becomes Commander, Naval Surface Group Norfolk. Up to 20 jobs to be eliminated.
Commander, Patrol Wings Atlantic moved from Brunswick, Maine. Gain of 17 jobs.
Commander, Destroyer Squadron 21 moved from Charleston. Gain of 21 jobs.
Commanders, Destroyer Squadrons 22, 26, and 32, already in Norfolk, each gain seven to nine billets for combined duties as tactical and readiness squadrons.
Little Creek Naval Amphibious Base
Commander, Amphibious Squadron 10 and Commander Amphibious Group 2 combined. Seventeen to 37 positions to be eliminated.
Commander, Amphibious Group 4 established. Gain of 38 jobs.

CHANGE OF COMMAND:
Capt. John J. Paulson is relieving Capt. James W. Shur as commanding officer of the submarine tender Emory S. Land. Paulson is reporting from the staff of the chief of naval operations. Shur's next assignment is branch head for strategy and policy with the Supreme Allied Commander Atlantic.
Capt. David C. Rollins is relieving Capt. Joseph M. Greene Jr. as commanding officer of Assault Craft Unit Four at Little Creek Naval Amphibious Base. Rollins comes from the staff of Amphibious Group 2. Greene is retiring after 26 years.
Lt. Cmdr. Christine J. Quedens relieved Cmdr. Paul F. Zukunft as commanding officer of the Coast Guard Training Quota Management Center in Chesapeake. Quedens was assistant chief of rescue for Coast Guard District 14 in Honolulu. Zukunft has been assigned commanding officer of the cutter Harriet Lane in Portsmouth.
