The downtown council will present the awards at its annual meeting, next Thursday, in the Omni Waterside Hotel. The reception will begin at 11:30 a.m., with lunch at 12:15 p.m.
{REST} Lindsay has been active in many civic and business activities for 40 years. He has been a leader of the Urban League of Hampton Roads, and his development projects include the Waterside marketplace and First Union Tower, formerly Dominion Tower.
Last year, he was instrumental in defusing a bitter zoning dispute over a 3,000-seat church proposed for East Little Creek Road.
Lindsay owns Harvey Lindsay Commercial Real Estate.
Keogh, president of Heritage Bank & Trust, will receive the downtown council's volunteer award, named in honor of the late Roy Badgley.
The honor is given to an ``unsung hero'' who has contributed to the growth, vitality and overall appeal of downtown.
The non-profit downtown council promotes revitalization of Norfolk's central business district. Officers also will be elected at the annual meeting.
