TCI CHANGES CABLE RATES, SOME DOWN, SOME UP

{LEAD} TCI changes cable rates, some down, some up: Tele-Communications Inc. said basic monthly rates for its Chesapeake cable-TV subscribers will drop slightly July 14. It said rates for accessories and installations will also change, some up and some down. TCI, which serves 40,600 subscribers in Chesapeake, said rates for ``complete basic'' cable will drop 13 cents to $21.47 a month. Rates for converters and remote controls will rise; some installation prices will go up and some will decline. As a result of the latest rate changes and a round of changes last September, TCI's annual revenues in Chesapeake will be cut by $447,000, or about 3 percent, said manager Don Deal.

The revenue cuts resulted from new cable regulations by the Federal Communications Commission.
