CHANGE CONGRESS

{LEAD} It may be hard to believe, but on Nov. 4 there will be another election besides the one between Oliver North, Chuck Robb, Marshall Coleman and Doug Wilder for Senate.

Hampton Roads will have a chance to change the House of Representatives. I know many may have forgotten; however, this is the body that brought us Dan Rostenkowski, Barney Frank and Ron Dellums. Rostenkowski is about to be thrown out of Congress for fraud. Frank's lover ran a prostitution ring out of Frank's house. Dellums has admitted using drugs in Congress. If that doesn't upset enough, how many people remember the House check-bouncing scandal?

{REST} Now we can change Congress. Every incumbent representative in Hampton Roads has someone running against him. Owen Pickett faces tough opposition in Jim Chapman or Frank Wagner. Norman Sisisky faces George Sweet for the 4th District seat.

We need to look at these newcomers and see how they can bring character to Congress. The other option is to return the incumbents and wait for the next scandal.
