NEW TORCH CLUBS LEADER

{LEAD} Dean C. Gross, former director of the Norfolk Public Library, will be installed this week as president of the International Association of Torch Clubs Inc., at the group's annual convention at the Marriott Hotel. There are 78 Torch clubs in the United States and two in Canada, with a membership of 2,950. Torch clubs are open to all professionals.
