{LEAD} Signet moves headquarters to Richmond: Signet Mortgage Corp. will move its headquarters from Baltimore to Richmond on Sept. 1. Richmond-based Signet Banking Corp., the parent company of the mortgage firm, said the move is part of a drive to improve efficiency, service and profits. Signet Mortgage and a related home and credit equity line division, which together employ 86 people, will move from Baltimore. Employees were informed this week and offered jobs in Richmond, but it is not known how many will accept a transfer. Also, starting July 31, Signet is cutting its mortgage processing staff and consolidating the back-office duties handled by 17 mortgage offices in Virginia, Maryland and the District of Columbia. The work will be handled at two operations centers, in Richmond and Columbia, Md.

\ William and Mary appoints business leaders to advisory board: The College of William and Mary has appointed five business leaders as directors of the School of Business Advisory Board. Named were Marsha Gewirtzman, senior vice president of Tiffany & Co.'s corporate division in New York; Robert Kirk, chairman of British Aerospace Inc. in Washington; Daniel Ludeman, chairman of Investment Management Group, Wheat First Butcher Singer in Richmond; Robert Murphy, senior vice president for hard news at ABC News in New York; and Shin-Ichiro Nagashima, president and chairman of Canon Virginia Inc. in Newport News.

\ HQ hiring for new stores: Quarters Warehouse, Inc., the Virginia Beach-based home store, will be hiring 100 new employees for each of their two new stores opening in Virginia Beach and Newport News. Interested applicants for cashiers, customer service, floor salespeople and other positions for the Newport News store should attend a ``mass hire'' meeting at the Omni Newport News on Monday and Tuesday from 8 a.m. to 7 p.m. Applicants for the new Virginia Beach store should attend a mass hire at the Holiday Inn Executive Center on Greenwich Road on Thursday and Friday from 8 a.m. to 7 p.m.
