{LEAD} Former President Carter went on a diplomatic visit as a private citizen, and as a result North Korea and South Korea agreed to their first summit in five decades. Given the tense political situation surrounding North Korea's suspected effort to build a nuclear weapon, shouldn't this story have rated front-page coverage instead of Page 19?

It doesn't really make a difference who the editor is; the only thing that's improved about the paper is the comics section.
