{LEAD} Donna Bailey Elkins, 49, died June 26, 1994, in a Fairfax hospital.

Mrs. Elkins was born in Norfolk.

{REST} Survivors include her husband, William B. Elkins; a son, William T. Elkins of Winchester; her mother, Mary L. Bailey of Norfolk; two brothers, Charles M. Bailey of Chesapeake and Michael Bailey of Norfolk; one grandchild, Laura Elizabeth Elkins, and a host of aunts, uncles, nieces, nephews and cousins.

Funeral services will be conducted at 2 p.m. today at Maddox Funeral Home, 105 W. Main, Front Royal. Memorial contributions may be made to the American Cancer Society.
