{LEAD} Olivia Sparks Miller, 66, of the 800 block of Tucson Road, died June 28, 1994, in Norfolk.

Mrs. Miller was born in Maryland.

{REST} Survivors include her husband, James J. Miller; one son, Richard L. White Jr. of Queens, N.Y.; one brother, Robert L. White Jr. of Queens; two grandchildren, Janis and Tomeka White; and two nieces, Patricia Collins and Janet White.

Funeral services and burial will be private. Smith & Williams Funeral Home, Kempsville Chapel, is handling arrangements.
