WRIGHT ASSIGNS `HOMEWORK': BEGIN OCEAN VIEW MASTER PLAN

City Councilman W. Randy Wright never liked doing homework when growing up.

Nowadays, he doesn't hesitate to dish it out.

That's what he did last Friday when he took the first steps toward creating an Ocean View master plan for the year 2004.

Wright gave civic leaders and City Hall staff their summer assignments: draw up some lists of Ocean View's 10 priorities.

The homework is due Sept. 22, the next meeting of the Mayor's Ocean View Committee. Wright is chairman.

``I want to get the civic leagues and other groups thinking Ocean View 2004,'' Wright said. ``That's where I want to see us headed.

``I want people to think long-term positive things to do for Ocean View.''

While Wright requested the priority lists from members of the Ocean View committee, he said he also wants ideas from other Ocean View leaders and residents. He's looking for a mix of short-term, intermediate and long-range proposals.

``The more of them I get, the better,'' he said.

Wright asked committee members to seek ideas through civic leagues and other organizations, and then funnel the suggestions through the Ocean View Coordinating Committee. That's a coalition of many neighborhood groups.

Priority lists, he said, also can be sent directly to him or Doug Derring, chairman of the coordinating committee and owner of Doug's Hot Dogs.

In September, Wright's Ocean View committee will review the lists and ``try to get some consensus'' on 10 priorities to achieve by 2004.

After that, Wright said he will ask the full City Council to approve the concept of an Ocean View 2004 master plan.

To achieve the plan, he said, he hopes City Hall will assign a consultant, such as Ray Gindroz of Pittsburgh, to help. Gindroz has worked on many Norfolk projects, including downtown, Middle Towne Arch and Diggs Town.

Wright said he also expects to work closely with city planners and the Norfolk Redevelopment and Housing Authority. by CNB
