A BusinessNews story Saturday, on telephone companies not needing

franchises from local governments to provide cable services, was

incomplete. Here is the end of the story with the missing text:

Requiring telephone companies to obtain franchises would give

cities and counties regulatory control over video operations.

However, the FCC held that because telephone companies must obtain a

franchise and pay fees for their telephone operations, there is no

need for a second franchise.
