The otherwise well-written report about Trigon refers to Mr. Haeckel (the Blue Cross policy holder who noticed that his 20 percent payment was based on an inflated charge) as ``pronounced appropriately enough heckle.'' This rude remark suggests prejudice in favor of Trigon. If one procedure for one policyholder resulted in a $77.20 overcharge and if, as the report stated, Trigon covers 1.8 million Virginians, heckle seems very inappropriate.
