NATO AT 45: Former Defense Secretary Harold Brown heads the list of participants in ``NATO at 45'' Sept. 28-29 at Old Dominion University's Webb Center. The conference, open to the public, will address issues including shrinking defense spending, the crisis in Bosnia and the prospects for new members. The conference begins with a keynote address at 7 p.m. Sept. 28 by Brown, who served as President Carter's defense secretary. The conference is sponsored by ODU's Graduate Program in International Studies in conjunction with the World Affairs Council.

STAFF COLLEGE RENOVATIONS: The Navy has awarded two contracts valued at $15 million for housing renovation at the Armed Forces Staff College and for a new three-story building at Norfolk Naval Base. The staff college contract, $9.1 million to Harkins Builders of Silver Springs, Md., will include renovation of 117 units, and new roads, walks, patios and landscaping. The naval base contract, for $6.4 million, will cover construction of a new building for the Operational Test and Evaluation Force.

COMINGS & GOINGS CHANGES OF COMMAND:

Vice Adm. Douglas J. Katz assumed command of the Atlantic Fleet Naval Surface Force. Vice Adm. J. Paul Reason, the previous commander, departed in July to become deputy chief of naval operations for plans, policy and operations in Washington.

Cmdr. Peter J. Williams relieves Cmdr. Thomas B. Hill as commanding officer of Fighter Squadron 143, ``The Pukin' Dogs.'' Williams has been executive officer of the squadron. Hill has been assigned to the air wing of the carrier Theodore Roosevelt.

COMMISSIONING:

Mine countermeasures ship Chief will be commissioned Nov. 5 at Little Creek Naval Amphibious Base. The ship honors all chief petty officers. Chief of Naval Operations Adm. Jeremy ``Mike'' Boorda will be the speaker. For more information, call 363-1693.

DISESTABLISHMENT:

The Naval Guided Missiles School is scheduled for disestablishment Sept. 30 at Dam Neck Fleet Combat Training Center. Once a part of the Navy's ballistic missile program, the school recently has conducted surface gun and missile training. An estimated 30,000 sailors have trained at the school.
