A man sought in connection with a Sept. 28 fatal shooting turned himself in to police Monday afternoon.
Ulric A. Scotland, 22, of the 5700 block of Hampshire Blvd. in Virginia Beach, surrendered at 2:30 p.m., police spokesman Larry Hill said. He was released after posting $10,000 bail.
Scotland is suspected of killing James A. Whitley, whose body was found in his home in the 800 block of Reservoir Ave.
