UNFINISHED REC CENTER RUINED BY FIRE IN NORFOLK

A new city recreation facility under construction on Willoughby Bay at the end of Little Bay Avenue was destroyed by a suspicious fire early Sunday.

Damage was estimated at $80,000. The facility was to have replaced the 60-year-old Captain's Quarters building, a center for recreational activities in Willoughby for 20 years, which was leveled in 1990 because of extensive termite damage.

The fire was reported at 3:08 a.m., and when the first firefighters arrived at 3:12 a.m., flames had engulfed most of the structure. About 25 firefighters brought the blaze under control in 14 minutes.

The cause of the fire was not immediately known, but arson is suspected.

The city's Parks and Recreation Department had been planning a one-story structure with a kitchen, meeting rooms and public restrooms.
