THE HALLOWEEN SCENE CITIES OUTLINE THE RULES AND TIMES FOR CHILDREN TO GO TRICK OR TREATING

Halloween is for kids, officials in area cities stress, and trick or treating is permitted Monday night only for those 12 and under.

Those with arrested childhoods should beware. In some cities, anyone older who tries to solicit candy risks a hefty fine and even the possibility of up to six months' jail time.

Here are the details by city:

Norfolk: 12 and under may trick or treat up to 8 p.m. There is no official starting time. Military Circle Mall merchants will welcome trick or treaters 12 and under accompanied by an adult from 6 to 8 p.m.

Virginia Beach: Trick or treating is for those 12 and under between 6 and 8 p.m. Trick or treating also will be done in Pembroke Mall from 6 to 7:30 p.m., followed by costume contests for adults and children, and at Lynnhaven Mall from 6 to 8 p.m. for children 12 and under accompanied by an adult.

Chesapeake: Children 12 and under, up to 8 p.m. Trick or treating will also be permitted in Greenbrier Mall from 6 to 8 p.m. beginning at the Customer Service Center. At Chesapeake Square Mall trick or treating will run from 6 to 7 p.m. followed by a costume contest.

Portsmouth: Trick or treating will begin at sundown and end at 8 p.m. for children 12 and under. Tower Mall will sponsor trick-or-treating at participating stores from 5 to 8 p.m. Free bags will be distributed while they last. There will also be Halloween photos and face painting.

Suffolk: Children 12 and under, ending at 8 p.m.

Franklin: Children 12 and under, until 8 p.m. Also, downtown businesses marked with orange and black balloons will welcome trick or treaters from 5 to 6 p.m.
